The Customs Compliance Officer is responsible for maintaining and supporting the organization's customs compliance program. This ensures adherence to applicable customs laws, regulations, and requirements in Canada, the United States, and other jurisdictions where the company operates.

As a customs compliance expert, the individual in this role provides guidance and support regarding tariff classification, customs valuation, origin determination, preferential trade agreements, customs broker management, import-related controls, and government regulatory requirements.

The Customs Compliance Officer works closely with internal stakeholders, customs brokers, government agencies, and external partners. The goal is to minimize non-compliance risks, support business activities, ensure audit readiness, and promote continuous improvement in customs compliance processes.

This position requires in-depth knowledge of customs regulatory frameworks. It also requires the ability to interpret and apply complex regulatory requirements in a dynamic business environment.

Essential Functions: 

• Ensure compliance with Canadian, American, and International customs regulations as well as internal company policies
• Act as a point of reference for customs compliance regarding import, export, and cross-border transactions.
• Provide guidance on tariff classification, customs valuation, origin determination, country-of-origin marking, and customs duty management.
• Ensure the integration of customs compliance requirements into business processes and operational activities.
• Manage and oversee customs broker activities to ensure compliance with regulatory requirements, internal procedures, and service expectations.
• Review customs declarations, import documents, records, and supporting paperwork to ensure accuracy and compliance.
• Monitor broker performance by developping KPIs and implement corrective measures when deficiencies or non-compliance risks are identified.
• Support customs clearance activities, including pre-import reviews and exception management.Administer and support free trade agreements (FTAs), preferential programs, duty drawback programs, and other customs compliance initiatives
• Ensure record-keeping and document retention in accordance with regulatory requirements and company policies.
• Monitor legislative and regulatory changes that could impact the organization's activities.
• Ensure adherence to requirements imposed by customs authorities and other government agencies responsible for regulating imports and exports.
• Conduct compliance reviews, transactional audits, and risk analyses to identify compliance gaps, opportunities for improvement, and regulatory findings.

Qualifications: 

• University degree or post-secondary diploma in international trade, customs administration, business administration, supply chain, law, or a related discipline.
• Minimum of five (5) years of progressive experience in customs compliance, import compliance, trade compliance, customs brokerage, or a customs-related regulatory role.
• Demonstrated experience in applying customs regulations, specifically regarding tariff classification, customs valuation, origin determination, and customs record-keeping.
• Experience in managing customs brokers and reviewing customs transactions for compliance.
• Experience supporting customs audits, inquiries, voluntary disclosures, compliance assessments, or regulatory reviews.
• Experience collaborating with customs authorities and government agencies on compliance-related matters.
• Certified Customs Specialist (CCS) designation or equivalent professional certification is highly desirable.
• Excellent knowledge of Canadian customs legislation and regulations.In-depth knowledge of tariff classification, customs valuation, origin determination, customs duty application, record-keeping, and customs compliance programs.

Strong proficiency in the following:

• Customs Act.
• Customs Tariff.
• CBSA D-Memoranda.
• CUSMA/USMCA.
• Export and Import Permits Act (EIPA).
• Controlled Goods Program (CGP).
• Applicable U.S. Customs and Border Protection (CBP) requirements.
• Harmonized Tariff Schedule of the United States (HTSUS).

Eligibility Criteria:

• Must be eligible for registration with the Controlled Goods Program;
• Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance;
• Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
