Job Description:
Develops and administers security programs and procedures for classified, sensitive, or proprietary materials, documents, and equipment. Researches and implements federal security regulations, maintaining knowledge and awareness of interdisciplinary compliance requirements (finance, cyber, information technology, and trade compliance). Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, retaining records, and access by personnel or visitors to restricted records and materials. Conducts security education training and security audits. Investigates security violations and prepares reports specifying preventive action to be taken. Collects, assimilates, and interprets intelligence information and disseminates to the appropriate stakeholder or investigating authority. Intermediate professional with practical knowledge of job area. Works under moderate supervision to set objectives for own job area. Communicates with contacts inside and outside own team to explain and interpret operational processes, practices, and procedures. Identifies and addresses changes within own job area. Works to achieve operational targets with some impact on departmental results.
Essential Functions:
- Maintain security program policies to ensure ongoing compliance with 32 CFR, Part 117, IC, DoDM 5205.07 vol 1-4, and other requirements of all classified programs under purview.
- Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storage, and transportation of assigned assets.
- Conduct security related employee briefings to include indoctrination, debriefing, courier, closed area, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings.
- Prepare and maintain System Fixed Facility Checklists (FFCs) in accordance with ICD 705.
- Implement DD-254 Security Guidance and ensure program compliance with contractual requirements.
- Analyze and investigate security incidents and violations; prepare internal and external customer reports.
- Conduct annual self-inspections.
- Physical security duties include, but are not limited to, maintaining and changing combinations, access control systems, alarm accesses, secure area modifications and buildouts
- Maintain multiple PERSEC databases including JADE, DISS and SIMS.
- Process PARS in accordance with SAPNP guidance.
Qualifications:
- Requires practical knowledge of job area.
- Bachelor’s Degree and a minimum of 2 years of prior related experience.
- Graduate Degree or equivalent with 0 to 2 years of prior related experience.
- In lieu of a degree, minimum of 6 years of prior related experience.
- Ability to obtain/maintain a minimum SECRET security clearance
Preferred Additional Skills:
- Knowledge of Joint Access Database Environment (JADE).
- Knowledge of Defense Information System for Security (DISS).
- Knowledge and Implementation of the DoDM 5205.07.
- Knowledge and Implementation of the ICD 705.
- Knowledge of the EQUIP Process and Justification Requests.
- Knowledge of Security Information Management System (SIMS).
- Knowledge of Access Control Systems.
- Proficient with Microsoft Word, Excel, and Access.
- Must communicate effectively and in a professional manner.
- Must interact with persons of varying importance, multi-cultural customers and personnel.
- Must be able to work under stressful conditions.
- Experience with Personnel Security preferred.
- Active SECRET or TOP SECRET security clearance preferred.
