Job Description:

L3Harris Technologies is seeking a Customs Compliance Officer (CCO) to join our Global Trade Compliance team. In this role, you will play a critical part in ensuring the compliant importation of products across L3Harris business units by managing customs trade compliance programs and supporting regulatory requirements. You will serve as a key resource for internal stakeholders, helping to navigate complex trade regulations while enabling the business to operate efficiently and compliantly on a global scale.

Essential Functions:

• Customs Trade Compliance Program Management: Be responsible, in collaboration with functional stakeholders, for the implementation of the Customs Trade Compliance Program within the scope of your appointment
• Harmonized Tariff Schedule Classification: Review and assign Harmonized Tariff Schedule of the United States (HTSUS) classifications to imported and exported products
• Import Transaction Coordination: Ensure import transactions, as the Importer of Record (IOR), are coordinated and properly declared against the correct, registered IOR number to US Customs and Border Protection (CBP) and Participating Government Agencies (PGAs) in accordance with applicable Trade Compliance Laws and Regulations (TCLRs)
• ATA Carnet Coordination: Coordinate transactions involving ATA Carnets with functional stakeholders, managed in accordance with 19 Code of Federal Regulations (CFR) Part 114 and L3Harris policies and procedures
• Import Data Accuracy: Verify the accuracy of import data elements, Free Trade Agreement (FTA) claims, and PGA data prior to transmittal to the designated Customs Broker and subsequent declaration to CBP
• Jurisdiction and Classification Confirmation: Accurately document the proper jurisdiction and classification of commodities prior to international conveyance
• Trade Authorization Verification: Confirm controlled goods have valid trade authorization claimed in support of the international conveyance, and ensure records are organized, maintained, legible, retrievable in an unaltered state, secure, and accessible by authorized personnel
• Restricted Party Screening: Ensure restricted party screening is conducted on all import transactions, including customers, freight forwarders, suppliers, etc, and resolve any red flags regarding proposed import activities
• Stakeholder Training: Conduct stakeholder training to provide awareness of policies, procedures, and compliance with TCLRs
• Audit Support: Support audits, inquiries, investigations, reporting, and associated remedial corrective actions

Qualifications:

• Bachelor’s Degree and a minimum of 4 years of prior relevant experience in an import/export compliance-related role with emphasis in import shipping and receiving; Or, Graduate degree and a minimum of 2 years of prior related experience; Or, in lieu of a degree, a minimum of 8 years of prior related experience is required
• Knowledge of US Customs regulations and other participating government agencies (eg, FDA, FCC, ATF), International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Trade Regulations (FTR), Incoterms, and global logistics
• Familiarity with the Harmonized Tariff Schedule of the United States (HTSUS) and Schedule B classifications
• Experience working with freight forwarders and customs brokers
• Proficient in Microsoft Office
• Ability to travel up to 10%
• Ability to obtain U.S. Security Clearance

Preferred Additional Skills:

• Good organizational skills with the ability to handle multiple and changing priorities
• Ability to work collaboratively across multiple functional areas and business units
• Experience with trade compliance management systems, such as EASE or Visual Compliance
• Experience with ATA Carnets, Free Trade Agreements (FTAs), and Electronic Export Information (EEI) filings
• Licensed Customs Broker designation
• Prior experience in a defense, aerospace, or government contracting environment
