Job Description:
L3Harris is seeking a highly skilled and motivated Sr. Specialist, Program Management to join our L3Harris Missile Propulsion segment. This role serves as a senior professional with deep knowledge of the job area and broad experience in project and program management, responsible for managing complex projects and processes with general oversight.
Essential Functions:
• Direct all phases of programs from inception through completion, driving execution to achieve key business and financial objectives, including orders, revenue recognition, operating income, and free cash flow for new or ongoing programs.
• Manage cost, schedule, and technical performance for company programs or subsystems of major programs, including SRM IRAD activities.
• Participate in contract negotiations and modifications.
• Coordinate the preparation of proposals, business plans, performance Statements of Work (SOW), specifications, operating budgets, and financial terms and conditions.
• Serve as the primary customer contact for program activities, leading program review sessions focused on cost, schedule, and technical performance.
• Establish design concepts, criteria, and engineering efforts for product research, development, integration, and testing; expand product lines with customers.
• Contribute to milestone achievement and monitor adherence to master plans and schedules; identify program issues and drive solutions, such as resource allocation or contractual adjustments.
• Provide guidance to employees supporting the program across technical, manufacturing, and administrative functions.
• Communicate within and outside the function to gain cooperation on operational processes, practices, and procedures.
• Recommend and implement moderate to substantial improvements to systems and processes, contributing directly to departmental goals and operating plans.
• Provide coaching, guidance, and training to other employees; manage complex projects involving delegation and review of work products.
Qualifications:
• Bachelor’s Degree and at least 6 years of relevant experience; OR a Graduate Degree and at least 4 years of related experience; OR in lieu of a degree, a minimum of 10 years of related experience.
• Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (U.S. Citizenship required).
• Direct experience with solid rocket motor design and/or production.
Preferred Additional Skills:
• Formal project management training, with PMP certification preferred.
• Experience with Earned Value Management System (EVMS) concepts.
• Experience across all phases of project and program management, from proposal and negotiations through contract award, planning, execution, and closeout.
• Experience in an Integrated Project Team (IPT) leadership role.
• Aerospace or defense development experience.
• Experience managing complex project initiatives with general oversight, including work delegation and product review.
• Ability to make moderate to substantial improvements in processes, systems, or products that enhance job area performance.
• Strong problem‑solving and innovation skills, with the ability to gather comprehensive information, analyze complex issues across multiple specialties, and develop creative solutions informed by prior experience and in‑depth analysis.
• Ability to contribute to the development of departmental goals and planning efforts (budgets, operational plans, etc.) with direct impact on departmental results.
