Job Description:
This contracts management position is working in the Maritime Imaging Systems business unit, which is part of the L3 Harris Technologies (IMS) Integrated Mission Systems business Segment. A strong commercial contracting background is essential for this position which is responsible for reviewing RFPs, preparing proposals, assisting with negotiations, and managing contract awards for both US and international commercial contracts. Experience with managing contracts with US Government customers is also desirable.
Essential Functions:
Responsible for RFP and solicitation review and risk assessment, proposal strategy and preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts and programs.
Partnered with L3Harris Program Management Office, Contracts serves as the primary communication conduit between L3Harris and our customers.
Responsible for maintaining official contractual records within a contracts repository.
Analyzes proposal materials and estimates to ensure accuracy and risk capture
Key stakeholder and cross-functional team member that leads the preparation of proposals and obtain appropriate approvals prior to submission to customer
Lead commercial and government customer negotiation process.
Ability to negotiate complex contract terms and conditions and Statement of Works with US and International commercial customers as well as US Government customers.
Champion and lead the program contract change management process.
Advise business unit leaders and management of contractual rights and obligations.
Present information to broad audience, inclusive of higher levels of management, as well as peer associates.
Communicate effectively and continuously within and outside of own function and business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary.
Explain, interpret, and collaborate with various function within the organization in order to comply with L3Harris policies, procedures and practices, as well as contractual requirements.
Manage multiple assignments, support achieve program goals and meet deadlines in a fast-paced environment.
Ability to obtain a Secret Clearance.
Qualifications:
Excellent presentation skills, strong analytical abilities and self-starter who can work independently with minimal supervision
Familiarity with interpreting, drafting and negotiating commercial contract terms
Microsoft Office Suite – high level of proficiency
Bachelor’s Degree and minimum 4 years of prior relevant experience.
Experience with any or all of the following: FAR, DFAR, ITAR, EAR, CAS, WAWF, DIBBS, PIEE, CPAR
Experience and success with managing commercial and government contracts of all types (FFP, CPIF, CPFF, FPIF, etc.).
Experience in a Customer facing Contracts role to both US and international commercial contracts as well as USG DoD contracts
Experience in providing business, contractual and risk mitigation strategies to support the needs of the program.
Experience in all aspects of the contract life cycle including, contracts administration, proposal preparation and close-out.
Preferred Additional Skills:
Knowledge of the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations.
Demonstrated ability to develop customer relationship, provide RFP shaping/analysis and have participated in proposal development and bid strategy.
Negotiation experience
Demonstrated business acumen/finance experience
Demonstrated ability to build relationships
Advanced verbal and written communication skills are a must
NCMA professional certifications (CPCM, CFCM, etc) are a strong plus
In compliance with pay transparency requirements, the salary range for this role is $77,500 - $144,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
