About the Role
Reporting to the Wescam ILS Manager, the ILS Project Manager oversees the development of support strategies, plans and products in response to requests from aerospace and defense customers and internal product development programs. The ILS Project Manager will work with other functions within engineering, Customer Service Group, bids and proposals and Program Management and has a key project management role in creating cost effective support solutions that maximizes availability of the product whilst minimizing the logistic support footprint and cost of ownership.
Starting from the bid phase, through program execution and into the in-service phase the ILS Project Manager will assume accountability as ILS POC for Customer and internal product and system development programs, leading the activities of specialists within the ILS department.
Primary Responsibilities
- Devising and communicating long term support strategies and value-added sustainment services, owning the maintenance and support plan
- Influencing product and system design for supportability
- Producing and maintaining an Integrated Support Plan (ISP), schedule and other management plans used to implement ILS programs, actively monitoring and controlling project execution and costs
- Ensuring compliance with all contractual requirements and company processes
- Ensuring projects run smoothly, identifying support risks and mitigation plans
- Representing and reporting ILS progress at design, gate and program reviews
- Overseeing quantitative and qualitative analysis to determine feasibility, cost and benefits of existing, new and modified logistic support systems
- Managing the Supportability input to reports, white papers and other program documents
- Establishing relationships with 3rd party equipment suppliers
- Developing statements of work (SOW) and working with Supply Chain to subcontract external work or data deliveries for integration at system level
- Act as ILS lead for bid activities as directed by the Wescam ILS Manager analyzing the support requirements for a customer RFP/RFQ and define the effort and materials required to execute the program and support the fielded product or system.
- Decomposing customer requirements into clear support requirements for inclusion in subcontractors/vendors SOWs
- Analyze RFP/RFI requirements to identify non-compliances early during the Bid/No-Bid decision-making process, and align ILS response compliance against stated customer requirements
- Become an expert on the operational, maintenance and support characteristics of Wescam’s products and systems
- Review and approve all product support analysis, technical publications and training documentation and material for assigned programs
- Interface with assigned systems and product engineers for technical validation and verification of data
- Record project performance metrics
- Assist the ILS Manager to forecast future ILS program workload
- Handover projects to the Customer Service in-service account manager
- Assist the Wescam ILS Manager in continuous improvement activities and other duties, as required
Required Capabilities
- Skill in system level support program development is an asset
- Strong interpersonal and organizational skills; comfortable speaking with customers, and management at all levels (Managers, Directors, VPs)
- Analytical and flexible when solving problems
- Articulate communicator with excellent written & presentation skills
- Independent work style and project management skills necessary to meet the challenges of multiple concurrent deadlines
- Detail-oriented with strong emphasis on quality of work
- Skilled facilitator that is able to bring various external and internal personnel together in a cohesive and highly engaged team
- Advanced user of Microsoft Office tools with an emphasis on MS Project, PowerPoint Word & Excel
- Background in reliability and maintainability analysis for products or large-scale equipment such as assets for mining, oil and gas, heavy manufacturing, or power generation considered
- Strong decision-making skills
Desired Education and Experiences
- Degree/post-secondary education in engineering, business or an equivalent level of direct project management experience
- Experience as a program or product support manager developing and delivering complex product support solutions on defence programs is an asset
- Experience leading ILS activities on programs preferably in Tier 1 defense contractors is an asset.
- Experience or knowledge of Logistics Support Analysis (LSA), Level of Repair Analyses (LORA), Reliability Centered Maintenance (RCM), Maintenance Task Analysis (MTA), or Life Cycle Cost (LCC) modeling is preferred
- Minimum of 3 years’ Defense Contract experience is preferred
- 2-4 years project planning experience is preferred
- Project Management Professional (PMP) designation or an international equivalent is an asset.
- Knowledge of ILS related military standards including GEIA-0007, Def Stan 00-60/600, Mil Std 1388, ASD series is an asset
- Ability to obtain and maintain Controlled Goods Program clearance
*This posting is for a current vacancy. In the province of Ontario, Canada, the pay range for this position will be $90,000 to $140,000
