Job Description:

The Program Manager will support the Business Operations of the program as the Earned Value Management Leader in support of program requirements.  Will also be the IPT lead for the Sub-Contract Management Team in ensuring all procurement requirements are met. Will serve as the deputy to the Program Manager for the program. Support and communicate with the Program Team in tracking program plans cost, schedules, Performance Management Baselines development and maintenance, cost control management, and Risk and Opportunity Management.

Responsible for establishing program milestones and monitor adherence to master plans and schedules; identifies program problems and obtains solutions. The Senior Manager is responsible for maintaining the Integrated Program Plan, Performance Measurement Baseline, Risk and Opportunity management and Change Control processes. The EVM Business Operations Manager assists with the adherence to the program EVMS requirements and will be directly responsible with program execution requirements and CDRL/SDRL reporting. Growth of the portfolio, including business development of the portfolio helping with preparation of proposals; business plans; and understanding customer requirements.

Essential Functions:

  • Program EVMS and Program Business Operations Management.

Earned Value Management System (EVMS):

  • Performance Measurement Baseline (PMB) development and maintenance.
  • Will analyze EVM metrics and performance data.
  • Planning and Preparing for Internal and Customer Gate Reviews.

Financial Management:

  • Budgeting and cost control, financial reporting and forecasting.

Compliance and Auditing:

  • Knowledge of regulatory requirements and compliance standards in the performance of leading, preparing, and planning for an Integrated Baseline Review (IBR), ANSI/EIA-748 Guidelines for acceptable EVMS with internal and external audits.
  • Compliance with the 32 EVMS Guidelines.
  • Tasked with establishing, compliant product-oriented WBS structures aligned to the cWBS and PBS, and MIL-STD-881.

Risk and Opportunity Management Knowledge and Experience:

  • Identification and mitigation of risks, experience in risk analysis and contingency planning and opportunity management and Change Management.

Program Execution Knowledge and Skill Requirements:

  • Develop and manage financial forecasts to include ETCs and EACs, achieving key program and financial objectives, including orders, revenue recognition, operating income, and free cash flow.
  • Establish milestones, monitor adherence to master plans and schedules, identify program problems, and provide solutions.

Project Management Knowledge and Experience:

  • Act as alternate customer contact for program activities, leading program review sessions internally and with the customer to discuss cost, schedule, and technical performance, manage customer relationships to determine needs, requirements, and identify new business opportunities.
  • Effectively communicate within the program team, internal executive leadership, and externally with customers.
  • Requires cross-functional leadership to meet program goals.
  • Participate in contract negotiation and implement contract changes in support of the business area contract team.

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience.
  • Graduate Degree and a minimum of 7 years of prior related experience. 
  • In lieu of a degree, minimum of 13 years of prior related experience.
  • Demonstrated experience in program management methodologies and techniques, earned value management, performance evaluation, change management principles, financial control, manpower planning, project reviews, scheduling, and budget control.
  • Demonstrated experience in aviation acquisition within the aerospace and/or defense industry.
  • Demonstrated experience working in proposal development processes, including capture management, reviewing and determining RFP requirements, developing Statements of Work, and managing functional groups to create competitive pricing in support of RFPs.
  • Demonstrated experience in program/operations management within the Commercial Aerospace industry, with specific expertise in Heavy Maintenance Inspection processes, technical program planning, and cost and schedule development.
  • Demonstrated experience in program structuring to include compliant WBS structure, OBS structure, and Control Account determination based on risk.
  • Demonstrated experience with Control Account Manager (CAM), Planning and Work Package Development and Management, Contract work Breakdown Structure and Definition Development.
  • Demonstrated ability presenting updates to stakeholders at various levels including senior site leaders/executive leadership.
  • Must be able to obtain minimum DoD Secret level clearance, which requires US Citizenship.

Preferred Skills:

  • Knowledge of technical approaches involved in aircraft modification programs.
  • Knowledgeable of subsystems and components used for aircraft modifications, program structure, planning, flight test, and execution.
  • Knowledge and ability to understand and execute aircraft maintenance requirements
  • Knowledge of coordinating cross-functional Agency customers and international partners.
  • Established working relationship with government customers and end user.
  • Working knowledge of Firm Fixed Priced (FFP), Cost Reimbursable (CR) and Time and Material (T&M) contracting structures.
  • Working knowledge of Commercial Depot Maintenance best practices on large commercial aircraft.  or transport aircraft and Modification, Installation, Test, planning and execution.
  • Demonstrated ability to work across internal functions and with outside suppliers to facilitate successful product completion/delivery.
  • Working knowledge of business development, capture, proposal development and marketing, and sales in the government and commercial market.
  • Familiarity with COBRA and SAP a plus.
