Job Description:
L3Harris Space and Airborne Systems (SAS) is seeking a Cost Engineer to join the Cost Engineering and Analytics Department (CEAD; within the Systems Engineering organization) and develop parametric cost modeling product lines to enable parametric bidding in our various business units. CEAD’s mission is to provide robust, efficient cost engineering and analytics to key decision makers throughout the opportunity and program life-cycle. CEAD’s vision is to become a world class, centralized cost engineering and analytics organization supporting L3Harris SAS growth to become a top tier Prime exemplified by fully collaborative and cross-segment alignment with respect to parametric cost estimating. As a member of the CEAD Product Line Development Team, you will have the responsibility to interface with a defined business area, understand their product, and work within our parametric modeling framework to deliver a tracible and reliable process for future parametric bids. This position is on-site, but may be based at any L3Harris SAS location listed above. Occasional travel is required. There is some potential to allow future occasional remote work.
Essential Functions:
Product Line Development
- Apply software engineering process and best practices to the development of cost models to be delivered to and used by business areas across the company. This will include:
- Collaborate with prescribed business areas or divisions to understand the products they generate and model that architecture within the TruePlanning (parametric modeling software) framework.
- Collect and normalize cost-driving parameters within that product area.
- Map the cost model architecture into a standardized product line WBS.
- Consistently model and calibrate historical programs to establish traceability to past actuals;
- Document all work, including analyses and assumptions.
- Manage work products through formal change management and version control practices
- Coach team members across multiple scrum teams with respect to software engineering processes and practices Cost Research
- Work with various functional organizations to understand their standard work processes that are applicable across multiple product lines
- Support creation of a common framework and procedures (i.e., defining standard work) for modeling and estimating work across all product lines.
- Interface with functional organizations to understand cost drivers and work to reflect their functional practices into product lines.
Qualifications:
- Bachelor’s Degree in Software Engineering, Mathematics, Data Analytics, or other related fields and minimum 6 years, or a Graduate Degree in the same and a minimum of 4 years, of prior relevant experience in complex embedded system development. In lieu of a degree, a minimum of 10 years of prior related experience is acceptable.
- Ability to obtain a Secret security clearance
- Professional experience with parametric cost estimation software such as (but not limited to) Unison, TruePlanning, or Galorath SEER.
- Professional experience in generating cost estimates for software development efforts
- 4+ years experience in development environments with formal software engineering processes (e.g. requirements analysis, design, test, DevSecOps, CI/CD, etc.)
- Experience with change management systems such as Atlassian Jira, IBM Rational ClearQuest, PTC Integrity
- Experience with version control systems such as Git, Atlassian Bitbucket, IBM Rational ClearCase, PTC Integrity
- Experience working with security and compliance regulations
Preferred Additional Skills:
- Active Secret or higher security clearance is highly preferred
- Familiarity with Agile methodologies, specifically Scrum
- Experience with scaled Agile (e.g., Scrum@Scale, Nexus, SAFe)
- Experience with Atlassian Jira and Atlassian Bitbucket
- Experience with Microsoft Teams and Microsoft SharePoint Online in cloud environments
- Proposal cost volume preparation author experience
- Familiarity with MIL-STD-881 WBS Descriptions
- Experience with cost modeling and estimation for one or more of:
- Space systems including satellite development and space missions
- Processing elements, displays, or electronic warfare systems
- Commercial aviation infrastructure
- Data analytics including use of PowerBI, Excel with PowerQuery, Tableau, or equivalent
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $104,500.00 - $193,000.00. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $90,500.00 - $168,500.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
