About your next Challenge as a Senior Specialist, Subcontracts:
- Be responsible for the procurement of subcontractors including the management of cost, schedule and performance parameters.
- Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans.
- Develop & obtain subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
- Prepare request for proposal, conducts suppliers' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
- Negotiate and coordinates additions, deletions, or modifications to subcontracts.
What will you do:
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
- Work in collaboration with other functions such as Program Manager, Business Development, Supply Chain Leadership and Operations.
- Strong negotiations skills and knowledge of company legal terms and conditions.
- Experience with Intellectual Property (IP) and Patent requirements to protect company’s IP and patents.
- Work closely with Trade Compliance and provide guidance and support to the Program(s)related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, Controlled Goods etc.).
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance.
- Ability to travel domestically and internationally.
- The Core activities of the program for this role is located at our Enfield facility in Halifax but the work to be performed from the subcontract specialist can be in Halifax or Mirabel.
Required Skills and Experiences:
- Previous Subcontract experience; and or Program Management.
- Bachelor’s Degree and minimum 6 years of prior relevant experience or Graduate Degree and a minimum of 4 years of prior related experience; or relevant/equivalent work experience.
- Bilingualism French and English, especially spoken. The English language, other than the French, is mandatory due to contractual requirements.
Preferred Additional Skills:
- Previous experience within the aerospace industry.
- Subcontracts experience with military, international, domestic and US Government.
- Microsoft Office (proficient).
- Proficient in providing risk mitigation plans to programs related to source selection.
- Able to provide robust supplier evaluation and advise programs on source selection, split orders opportunities, long term agreements, teaming agreements, and other.
- Able to work and communicate effectively across functions.
- Able to work in a high-pressure environment, able to meet deadlines and expectations, able to multi-task.
- Certified Supply Chain Professional (SCMP).
Eligibility Criteria (Mandatory):
- Must be eligible for registration with the Controlled Goods Program;
- Must be eligible to obtain and maintain a government of Canada “Reliability” status and Level 2 (Secret) security clearance.
- Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
