Job Description:

The Lead, Program Management is responsible for managing the rolling Baseline Upgrade Program (BUP) associated with the delivered Baseline 1.0 Mission, Ground, and/or Aircraft Systems.  This includes directing all phases of the program from inception through completion.  The Lead, Program Manager will also own these duties: Responsible for the execution of the program including cost, schedule, and technical performance. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Act as the primary customer interface for program activities and lead program meeting/reviews with the customer, end-user, and executive staff. Work with the technical team to establish design concepts, evaluate technical concerns and develop an approach for integration and test. Establish execution milestones and monitor adherence to master plans and schedules, identify challenges, opportunity and risk across the program, such as allocation of resources or changing technical or contractual specifications. Direct the work of employees assigned to the program from technical; manufacturing and administrative areas. Engage in all activities to maintain continuity with all functional groups (engineering, manufacturing, and operations) on a “cradle to grave” basis.

Essential Functions:

  • Review potential changes in contract scope and advise management and customer of the impact.
  • Coordinates and conducts modification, integration, and test activities; to include schedules, internal/external meetings and customer presentations as required, and prepares and manages departmental budget and expenses.
  • Direct the work of functional employees in the execution of the assigned projects while establishing and monitoring performance to schedules, plans and milestones.
  • Respond to the customer's needs and be able to respond to quick reaction needs. As required, support request/coordination outside of normal business hours.
  • Brief customer, end-user, and upper management on all facets of the assigned projects.
  • Capable of managing and working in an environment that is fast-paced, demanding, with a focus on problem resolution and process improvement.

Qualifications:

  • A Bachelor’s degree, and nine (9) years of applicable experience.
  • Graduate Degree and a minimum of seven (7) years of prior related experience. 
  • In lieu of a degree, minimum of thirteen (13) years of prior related experience.
  • Must Have an Active Secret (or higher) Clearance, with ability to obtain TS-SCI
  • Demonstrated experience in Commercial, Department of Defense, and/or Military Aviation/Aerospace products development and production
  • Demonstrated experience managing developmental efforts to include software, hardware or aircraft integration changes
  • Demonstrated experience in preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contracts
  • Demonstrated project management skills, communication (both verbally and written), negotiation, organizational, time management, and leadership skills.
  • Demonstrated ability to interface with engineering, manufacturing, and management personnel.
  • Team player with outstanding customer relationship skills.
  • Demonstrated experience with MS Office Suite, to include Outlook and Project.

Preferred Additional Skills:

  • Demonstrated knowledge of manpower planning, milestone scheduling, PM tools, and related financial management.
  • Demonstrated experience with SAP and material processes strongly preferred.
  • Demonstrated experience with Earned Value Management System preferred.
  • Demonstrated experience with Microsoft Project and development of an Integrated Master Schedule preferred.
  • Demonstrated experience with JIRA, Confluence, Power BI dashboards is a plus.
  • Demonstrated knowledge of FAA qualifications/certification is preferred
  • Demonstrated ability to utilize metrics to identify trends and drive results.
  • Demonstrated ability to execute program results while maintaining compliance to policies, procedures and process. Knowledge of Systems Engineering practices is a plus.
  • Continuous improvement effort through all phases of program execution
  • Current Top Secret clearance desired by program team
