Job Description:

This role will be a thought leader, with experience spanning all phases of Program Management. In this role, the selected candidate will work across disciplines to manage complex development and production programs for the U.S. Navy from cradle to grave. This includes leading new business capture activities, proposal development and contracting, program startup, program execution, development, manufacturing, and program closeout.

Essential Functions:

  • Program management of complex development and production efforts including Systems, Software, Electrical and Mechanical Engineering development, system and product qualification, production including subcontract/supplier management.
  • New business capture management and proposal development of follow-on program efforts, ECP change proposals, and adjacent business capture in coordination with the Program Business Area and Business Development team
  • Develop and manage competitive systems and technical solutions aligned with our customer’s needs
  • Accountable to develop and manage program business plans including all financial metrics, staffing estimates, program status presentations, support of strategic market analysis, growth plans, competitor assessments, and conduct capability presentations to current and new customers.
  • Acts as a primary customer contact responsible for customer satisfaction.
  • Develop process improvement and cost reduction plans for program execution
  • Oversight and management for assigned program’s Financial, Schedule, and Technical performance including all internal and external reporting to executive management and customers.
  • Chair the risk and opportunity management reviews for all assigned subsystems
  • Other duties as assigned.

Qualifications:

  • Prior Program Management, Subcontracts, and Business Development experience through all stages of the program lifecycle, including Program capture, startup, design and production.
  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Earned Value Management Experience including total program oversight of functional execution
  • Excellent computer skills with strong proficiency in Windows interface, Microsoft Office package (Microsoft Outlook, Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Microsoft Access), and Microsoft Project
  • Excellent analytical, project management and organizational skills with keen attention to detail
  • Strong written and verbal communication and presentation skills. Must be able to communicate clearly and effectively, and most importantly; promote collaboration among the team.
  • Requires strong knowledge of job area typically obtained through advanced education combined with experience. May have practical knowledge of project management.
  • Travel as required, 10%

Preferred Additional Skills:

  • Active, or ability to obtain, US Government Secret clearance or higher.
  • Working knowledge of SAP
  • PMP Certification
  • Prior P&L responsibility and or experience with demonstrated portfolio growth
  • Lean Six Sigma Green Belt Certification
  • Program Management and Leadership Certifications
  • Strong leadership and decision-making skills
