Job Description:
L3Harris Technologies is seeking a Lead, Subcontracts to manage Subcontracts for our Public Safety and Professional Communications sector (PSPC). In this role, the Lead, Subcontracts will be responsible for the administration and performance management of all subcontracts required by PSPC.

Essential Functions:
- Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution, and subcontract close-out.
- Draft, issue, and negotiate various contract vehicles, including RFPs, NDAs, Subcontracts, Teaming Agreements, Master Purchase and Service Agreements, among others
- Complete supplier selection process while understanding and mitigating risk associated with the project, and initiate corrective action with Suppliers when necessary
- Communicate with contacts inside and outside of Subcontracts department to explain and interpret operational processes, practices, and procedures.
- Develop, maintain, and manage strategic relationships with suppliers to achieve Program, Customer, and Corporate goals for sales, orders, and profit.
- Identify areas for performance improvement, cost reduction, and support implementation
- Develop and maintain working relationships with cross-functional partners, to help influence and guide stakeholders, customers, and other external partners on Subcontract matters.
Qualifications:
- Bachelors degree with a minimum of 9 years related contracting drafting and negotiation experience OR Graduate degree with a minimum of 7 years’ experience. In lieu of a degree, minimum of 13 years of prior related experience.
Preferred Additional Skills:
- Juris Doctor degree
- FAR/DFARS experience
- Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus. (w/fixed-fee, incentive fee, or award fee)
- Experience managing budgets and sales forecasting
- Strong organizational skills and ability to manage multiple projects at one time.
- Ability to lead multi-functional team and drive actions to closure.
- Strong verbal and written communication skills
- Lean Six Sigma experience

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $94,000-$174,000. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $108,000-$201,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
