Job Description:
The Operations Proposal Management Specialist plays a pivotal role in the strategic planning and execution of proposals for L3Harris Broadband Communication Systems. This individual is tasked with accurately estimating the operational support necessary to deliver high-quality, competitive proposals.
Essential Functions:
- Develop detailed estimates for complex proposals by analyzing RFPs and understanding the scope of Operations Support functions.
- Collaborate closely with cross-functional teams, including Program Office, Engineering, and Operations, to ensure cohesive proposal efforts.
- Apply manufacturing knowledge, including process builds and test procedures, to ensure that bids align with production capabilities and requirements.
- Conduct thorough research and analysis of historical data to construct robust cost models and Basis of Estimates (BOEs).
- Grasp the principles of estimating and its impact on the bidding process, ensuring competitive and accurate proposals.
- Investigate hardware components, employing justifications and verifications for similar-to (sim-to) hardware costs.
- Comprehend proposal Work Breakdown Structures (WBS) and network activities to effectively extract and utilize relevant data.
- Uphold bid process compliance, proactively identifying and implementing process enhancements.
- Utilize and develop advanced tools and algorithms to enhance the precision, consistency, and standardization of proposal data.
- Document proposal rationales clearly and concisely, adhering to tight deadlines in a dynamic environment.
- Exhibit strong leadership qualities, driving change and fostering a customer-centric, collaborative culture.
- Demonstrate problem-solving prowess within a matrixed organizational structure.
- Be willing to travel periodically as required by proposal needs.
- Possess or be eligible to obtain and maintain a US Security clearance.
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
Preferred Additional Skills:
- At least 2 years of experience with proposals and the RFP process.
- At least 2 years of involvement with a Project Management Team or equivalent.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Familiarity with DoD proposals and TINA requirements.
- SAP proficiency is advantageous.
- Exceptional organizational and verbal communication skills, capable of leading diverse teams and engaging with external clients.
- A keen eye for detail and a commitment to producing high-quality work.
- Strong writing skills, with the ability to craft compelling proposal narratives.
- Ability to prioritize tasks effectively, embodying a team-oriented mindset, and managing multiple projects under pressure.
- Technical acumen and experience in forecasting and metrics analysis.
- Analytical abilities with the skill to communicate complex information to various stakeholders.
- Adaptability and openness to collaborate with all organizational levels involved in the proposal process.
