The Program Finance Associate Analyst is responsible for labor cost analyses and estimations for proposal efforts. This position develops and maintains pricing systems and procedures; interacts with personnel to collect data for proposals; collects, analyzes and stores data for estimating and analysis; ensures disclosure of cost and pricing data and compliance with Truth in Negotiations Act (TINA); maintains auditable files for proposals and coordinates government audit activities; reviews manufacturing part lists for accuracy and inputs of data; documents ground rules and assumptions used in proposals; keeps current of Federal Acquisition Regulations and customer requirements; provides fact-finding and negotiation support; develops and produces compliant and auditable cost volumes; serves as a primary interface for all government pre-award audits for cost and pricing data; maintains current historical pricing system with current forward pricing rates; and develops, maintains, and monitors estimating and pricing standards, procedures, and systems.  This Pricing and Estimating position will work with Aerojet Rocketdyne Program & Proposal Management, Supply Chain, Engineering, Operations and Contracts.  Contributes to produce accurate, responsive, compliant and on-time cost proposals.

Under close supervision of more senior pricers the Program Finance Associate Analyst:

Proposal Support

  • Gathers and compiles cost estimating data
  • Develops an understanding of cost proposal development,  Request for Proposals, Statements of
  • Work and customer requirements for compliant cost volumes
  • Establishes the Cost Volume Outline and basic cost volume formatting
  • Participates in the Cost Volume Kickoff meeting
  • Assists with overall proposal delivery schedule and level review planning
  • Enters or uploads all estimates into ProPricer
  • Participates in review BOEs for accuracy and compliance
  • Participates in review of RFP instructions

Cost & Price Analysis

  • Assists with Pricing analysis on standard Requires basic analytical skills in evaluating costs, both and direct and indirect
  • Assists with developing What If Pricing Analysis as needed

Customer Support & Negotiations

  • Provides support to fact-finding and negotiation teams
  • Develops an understanding of  product lines

Compliance with Directives, FAR, DFAR, CAS, Audits

  • Ensures full compliance with all Company, government and customer requirements and regulations
  • Supports audits as needed
  • Maintains proposal file to support fact-finding, government audits and  negotiations to ensure a smooth transition into an operating plan

Essential Functions: 

Focal for all estimates, proposal substantiation and audit files. Collects, analyzes and stores data for estimating and analysis. Reads and understands RFP requirements and documents and communicates ground rules/assumptions used in proposals.

Responsible to ensure compliance with FAR/TINA requirements on proposal substantiation, basis of estimates, fact-finding, and negotiations. Keeps current with federal acquisition regulations and customer requirements. May support systems and procedures audits.

Under close supervision of more senior pricers the Associate Program Finance Analyst learns process and tools by performing basic tasks required for position utilizing methodology and rationale as directed. Also responsible for determining approach to objectives, demonstrating a complete understanding and application of principles, concepts and practices.

May plan and/or participate in process improvement projects involving the development of new approaches and methods to attain objectives.

Qualifications: 

  • Requires broad theoretical job knowledge. Bachelor’s Degree in Business, Management, Accounting, Finance or related field
  • Microsoft Excel Experience

Preferred Additional Skills:

  • Knowledge of MS Office, basic mathematics and statistics, analytical aptitude, strong oral and written communication skills are expected.
  • Requires a willingness and ability to travel by land or air to supplier or customer facilities and ability to work extended hours when proposal schedules necessitate.

Government Compliance experience

In compliance with pay transparency requirements, the salary range for this role is $54,500 - $101,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
