About your next Challenge as Lead, Industrial Security:
As the Industrial Security Lead, your responsibilities include support and execution of all facility security functions including daily security operations, personnel security, program support, physical security, information security, document control, badging and access control. This position is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris’ intellectual property. This is a multi-faceted senior role requires to be a Subject Matter Expert (SME) level of comprehensive knowledge in the discipline of Industrial Security and is responsible for developing, strategizing, and managing internal security program policies. Additionally, the candidate must be capable of working and making decision independently without direct supervision as well as being a team player, exhibit flexibility, set priorities, and manage customer expectations in a fast pace environment. Responsibilities include interacting with internal and external customers or Government security officials in performance of security duties.
This is an ideal role for someone who is experienced with the both PWGSC Controlled Goods Program as a Designated Official, the Contract Security Program as CSO/ACSO, has a global perspective of industrial security and that of defense contractor security, risk assessment, security investigations, Insider Threats, Crisis Management, controls and protocols related to International Security requirements for customer compliance Export Controls and the International Traffic in Arms regulations (ITAR).
What You Will Do:
- Provide clear and timely guidance and assistance to company personnel and employees on all security related matters;
- Support the company and its employees to ensure compliance with the Canadian Industrial Security Program; Contract Security Program; Controlled Goods Program and the ITAR;
- Ensure compliance with all physical and intangible security requirements of the company Corporate Security Policies;
- Ensure the Company Data Management is compliance with government, corporate and customer contract security requirements;
- Manage access controls and cameras systems are in good working to comply with the company Corporate Security Policies ensuring that all employees and visitors are compliant with security requirements;
- Ensures that all employees and visitor comply with the access policies and badge policies;
- Develop and enforce general and site-specific security policies, procedures, standards and guidelines;
- Act as business units Insider Threat Program Senior Official;
- Act as the Site Security representative for any Counter Intelligence functions;
- Oversee the security aspects of travel for company personnel including personal protection plans, IT Assets compliance and approval for travelers to high and extreme risk countries;
- Coordinate requirements and policies with L3harris Corporate Security, IT, Global Trade Compliance;
- Provide required training for employees regarding security matters;
- Develop and administer Crisis Management Plan (CMP) and emergency response plans;
- Support the company’s Business Continuity Program.
Required Skills and Experiences:
- 8+ years in Security with relevant exposure to Controlled Goods, Export Control and Industrial Security;
- Must hold or be eligible to hold an Industrial Security Clearance to the level of NATO Secret;
- Experience with Risk Assessment and Security Investigation;
- Must be bilingual (French and English);
- Candidates who posses the above, and who also have counter cyber espionage experience represent an asset;
- Knowledgeable of ITP planning, to include CI incident response strategy implementation;
- Experience serving on in Insider Threat Working Group and working closely with SMO and other ITP stakeholders to develop and maintain Insider Threat compliance at the site level;
- Experience with implementing and enforcing complete central management in access control systems such as SIMS;
- Proficient experience with Microsoft Office Suite and good understanding of Cloud technology.
Additional Skills Needed
- Sound communication skills with the ability to articulate to all levels of employees, as well as with Government, Provincial, and Military Security officials on matters relating to Controlled Goods, Export Control, Industrial Security Procedures, and Visitor Clearances coordination,
- An effective trainer,
- Excellent administration and organizational skills,
- Regular travel to Ottawa is required, other domestic and international travel maybe required.
Eligibility Criteria:
- Must be eligible for registration with the Controlled Goods Program;
- Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance;
- Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
