Job Description:

L3Harris Technologies is seeking a capable Program Manager to join our program management team to deliver mission critical solutions for a variety of customers at our Clifton, NJ location. This position directs all phases of programs from inception through completion. This individual drives program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs. This individual is responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs. The Program Manager is also responsible for expanding the product line with the customer. This individual coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets, and financial terms/conditions of contract. Additionally, this individual participates in the negotiation of contract and contract changes and acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. This individual establishes design concepts, criteria, and engineering efforts for product research, development, integration, and test as well as establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions such as allocating resources or changing contractual specifications. This individual directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.

Essential Functions:

• Manage scope to ensure continued alignment with contract or internal requirements and budgets
• Using EVMS methodologies, monitors and assesses program performance against plan (schedule and financial), identifies risk, and develops and implements corrective action when necessary to initiate program changes
• Leverage technical background to identify and manage project Technical Risks
• Work as the project lead responsible for cost and schedule while guiding a multi-disciplined team in the development of high-value electronic systems with embedded firmware and software, including all aspects of product design from concept through manufacturing
• Through expert communication and leadership skills, establish a common understanding among team members on technical approach, scope, schedule, risk and financial objectives
• Control expenditures within the limitations of the project budget and regularly reports on project budget to actual performance via the Estimate to Complete (ETC) process
• Create and maintain detailed project plans and action item lists
• Generate Work Breakdown Structures for new projects
• Work closely with Engineering, Supply Chain, and Operations to oversee cost/schedule execution of the task and resolution of technical issues as they arise
• Monitor product/project from initiation through completion and/or customer acceptance
• Manage schedule and delivery of contract deliverables
• Perform as proposal manager by actively guiding the capture effort for design, development, and production efforts
• Maintain CRM tool for new and follow-on efforts
• Prepare and present bid review briefings to senior leadership
• Actively seek new business in coordination with Business Development
• Demonstrate ethical and professional behavior in accordance with company values

Qualifications:

Must have an Active and Current Security Clearance
• Bachelor’s Degree and a minimum of 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience; Or, in lieu of a degree, a minimum of 10 years of prior related experience

Preferred Additional Skills:

• Experience with products incorporating complex electronic assemblies
• Demonstrated experience with proposal process
• Experience managing and coordinating teams distributed across several locations
• Electronic Warfare experience
• Superb analytical, project management, and organizational skills with a keen attention to detail
• Strong written and verbal communication and presentation skills
• Exceptional leadership and decision-making skills
• Strong technical background
• Ability to travel as required
• Project Management Professional (PMP) Certification
