Job Description:
The Senior DSCS Payload Controller (SDPC) will be the primary point of contact and backup DSCS Payload Controller (DPC) for the contractor DPCs of the Replacement Satellite Configuration Control Element (RSCCE) on a crew of military and civilian personnel. SDPC tasks include all tasks assigned on the 53 SOPS Mission Task Listing (MTL) dated 23 June 2023, and other DPC related tasks as directed by 53 SOPS detachment Government staff.
This position will be based at the Wideband SATCOM Operations Center (WSOC) facility in Fort Meade, Maryland. This WSOC facility is referred to as Meade Operations Center (MOC) and is otherwise known as Detachment B..
Essential Functions:
The Technial Support Engineer Senior Specialist duties include but are not limited to:
- Provide supervision of the DPC team and report to the WSOTS II Site Manager. Supervision of the DPC team shall also include managing the DPC team work schedules and providing direction and oversight to those individuals.
- Provide monthly reporting to the L3Harris Site Manager summarizing the DPC activities.
- Assist in training of the new DPCs and System Administrators at the WSOC.
- Ensure the DPC personnel are proficent in all tasks assigned on the 53 SOPS Mission Task Listing (MTL) dated 23 June 2023, and other DPC related tasks as directed by 53 SOPS detachment Government staff.
- Ensure that the DPC team follows all Field Instruction Information Release (FIIR) guidance.
- Assist DPCs with all maintenance of the RSCCE.
- Serve as the senior operator of the RSCCE at the WSOC facility.
- Provide reports to the Crew Chief on all aspects of Defense Satellite Communication System (DSCS) payload operations to include monitoring telemetry, commanding the spacecraft, and written reports.
- Interface with users and agencies affected by DSCS operations.
- Interface with 4th Space Operations Squadron (4SOPS). Provide engineering services for transmissions management and control for all commercial frequency spectrums to include all Commercial satellite systems that are in use.
- Must be on site during scheduled shift independent of weather conditions and base closures. Staff will be required to provide coverage for 24/7/365 support at MOC, following a 12-hour shift schedule.
- Serve as the Primary on-call support. The SDPC shall follow normal duty hours (typically Monday-Friday, 0730-1600), but may be required to be on-call with availability after hours (this includes evenings, weekends and holidays). On-call DPC personnel at Detachment B (including the SDPC) must return calls within 15 minutes. If directed by Government civilian or military leads, the on-call DPC must be on-site within 2 hours.
Qualifications:
- Active Top Secret security clearance required, with SCI eligibility
- SDPC Certification and Qualifications: The SDPC contractor will be required to meet the same weapon system certification and recertification requirements as USSF Guardians and civilians. The SDPC contractor will certify within 90 days of hire. Recertification is required every 18 months thereafter IAW DAFGM 2023-13-602v1 and DAFI 13-602v2. Training, certification, and recertification will be provided by the 53 SOPS Combat Training Flight (CTF) and/or 8CTS.
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Preferred Additional Skills:
- Experience with Satellite Payload Control and/or DSCS Satellite operations is a plus.
- Previous supervisior experience / skills.
- Excellent verbal and written communications.
In compliance with pay transparency requirements, the salary range for this role in Maryland is $80,500 - $149,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
